WASHINGTON (AP) - During a nerve-racking season in which half their games were decided by one run, the Washington Nationals enjoyed a rare blowout that manager Davey Johnson begrudgingly acknowledged was "a laugher."
Gio Gonzalez allowed one run over seven innings and the Nationals hit a season-high three home runs in a 7-1 victory over the Philadelphia Phillies on Saturday.
"We haven't won one of those in a while," Johnson said. "It's not quite what I call a laugher. That's a smiler. We were hanging around, then we got a lead and added to it. It got to be a laugher."
The first-place Nationals had played 13 one-run games, including three in a row, coming into Saturday's game against the depleted Phillies, who are without injured sluggers Ryan Howard and Chase Utley. After falling behind 1-0, Washington used a four-run fifth inning to take control.
Former Phillies star Jayson Werth hit a three-run drive, Chad Tracy connected with a man on and Ian Desmond had a solo shot for the Nationals, who have won seven straight over Philadelphia dating to last year. By taking the first two games of the three-game set, Washington improved to 8-1 in series play this season.
The seven runs matched a season high for the Nationals, who have won four straight, and the 15 hits were their most in a game this year.
"It was a good day," Desmond said. "It was a nice day to go out and hit some balls on the barrel. If we play another one-run game tomorrow, so be it. We're just trying to collect wins."
Rick Ankiel had three hits in a second consecutive game, and Tracy and Steve Lombardozzi also had three hits apiece for Washington. Rookie Bryce Harper went 0 for 4 with a walk, dropping his batting average 55 points to .261.
Gonzalez (3-1) gave up four hits, struck out seven and walked one. Acquired last December in a trade with Oakland, the left-hander has a 1.72 ERA in six starts this season and has yielded only three runs over the last 27 innings.
"Outstanding effort against a good-hitting club," Johnson said. "He made it look easy."
Gonzalez also played a key role at the plate, sparking the pivotal fifth inning with his second career hit, a leadoff double that set the tone for the afternoon and preceded Werth's third homer of the season.
"It was fun to see these guys swing the bat," Gonzalez said. "You could see there was life in our dugout. All I was trying to do is keep us in the game and let our hitters go out and do their job."
Philadelphia starter Vance Worley (2-2) gave up five runs and 11 hits in six innings. The right-hander was 2-0 with a 0.90 ERA in his previous three starts, and in this one he kept the Nationals at bay through four innings. But his inability to retire Gonzalez in the fifth proved to be his undoing.
"When he started the game I thought he had good stuff. Then he started making mistakes," Phillies manager Charlie Manuel said. "He had trouble getting Gonzalez out."
Carlos Ruiz drove in the lone run for the Phillies, who have lost six straight against left-handed starters and now trail the Nationals by 5 1/2 games in the NL East.
"They play like they have a chip on their shoulder," Philadelphia's Hunter Pence said.
"They got good starting pitching and guys that can hit," Manuel said. "That's why they are in first place."
Philadelphia took a 1-0 lead in the fourth. Shane Victorino hit a leadoff double, advanced on a fly ball and scored on a sacrifice fly by Ruiz, his team-high 19th RBI.
In the bottom half, Tracy doubled with one out and advanced on a two-out infield single before Wilson Ramos bounced out. It was the fourth straight inning that Washington got a runner in scoring position before Worley worked out of the trouble.
The Nationals broke the trend in a momentum-turning fifth that began when Gonzalez lined a 3-2 pitch into the gap in right-center. Prior to the hit, the pitcher was 1 for 17 in his career at the plate.
"It bothered me, but he had a good at-bat," Worley said.
With runners at the corners and one out, Harper hit a fly ball to left that was too short for Gonzalez to tag up. Two pitches later, however, Werth ripped a 1-0 pitch over the left-field wall into the Washington bullpen.
"He beat me. All there is to that," Worley said.
Tracy and Danny Espinoza followed with singles and Ankiel hit a run-scoring double, but Tracy was thrown out at the plate on the back end of the play.
Desmond homered in the sixth to make it 5-1 and Tracy hit his second of the season in the seventh.

On eve of Putin's inauguration, protest and reaction bigger than expected
Thousands of people marched through central Moscow Sunday, on the eve of Vladimir Putin's inauguration for an unprecedented third term as Russia's president, many chanting angry slogans such as "Putin out!" and "Putin is Russia's shame!"
Unlike the mostly peaceful and even good-natured mass rallies of recent months?Sunday's march ended in violence and hundreds of arrests as heavily-armored, tear gas-firing riot police moved in on a contingent of protesters who were attempting to cross a bridge that police had barricaded.?The independent Moscow radio station Ekho Moskvi reported that police arrested 400 people.?
Police put the number of protesters at 8,000, but organizers claimed that more than 20,000 people came out to march down a major Moscow avenue in the warm spring sunshine to Bolotnaya Square, within sight of the Kremlin, where they were to hear a rock concert and speeches from key opposition leaders.
The crowd was far larger than either organizers or police had anticipated; last week authorities granted a permit for just 5,000 participants. Many had predicted that the middle class pro-democracy movement would wane following Mr. Putin's decisive electoral victory in March, and fractious opposition leaders had already begun blaming one another for the decline in public support.
But anti-Putin Muscovites, organizing themselves through Facebook and the Russian-language VKontakte rather than through opposition parties and groups, appear to have handed everybody another surprise by showing up in numbers that journalists on the scene agreed were closer to the 20,000 estimate.

Among those reportedly arrested following the clashes with police were key opposition leaders Sergei Udaltsov, Boris Nemtsov, and anti-corruption blogger Alexei Navalny.
"No one expected it to end like this; the police reaction was way too harsh," says Alexei Larionov, an economist who says he hasn't attended a protest since 1991. "I got hit myself. It certainly looked like the police were under orders to be really tough. I think that had a lot to do with Putin's inauguration tomorrow. They wanted to give us a clear warning. But I don't think protests will stop because of this. This will continue."
Dissent from 'managed democracy'The wave of protests broke out in December, shattering Russia's facade of pro-Kremlin social harmony, and throwing up a new generation of political leaders whose roots are in civil society rather than the strictly-orchestrated political system of "managed democracy."
The reaction of the authorities was not to crack down with police violence, as in the past, but to sponsor a raft of political reforms designed to take some of the wind out of protester's sails. They included an easing of requirements to officially register a political party, a return to direct elections for regional governors ??albeit with Kremlin "filters" to prevent surprises ? and possible establishment of a public TV channel independent of state control.
"In many ways these reforms are real, and they have gone some way to revitalizing politics in this country," says Boris Kagarlitsky, a long-time left-wing activist and head of the independent Institute for Globalization and Social Movement Studies in Moscow.

Another effect of the protests was to force Putin to adopt a populist economic program, including billions of dollars worth of new social benefits and an extremely expensive pledge to rebuild and reequip Russia's armed forces?."Putin started backing off his promises immediately after the elections," says Mr. Kagarlitsky. "Now the government says it will cut social spending, raise the pension age, and proceed with an educational reform that's actually going to turn schools into commercial enterprises. We are facing the complete privatization of the social service sector in coming years, and this is going to engender enormous protests.... It's not the middle class anymore, but Putin's own political base that's going to move into opposition."
'Maddening for thinking people'But it has been the Russian middle class ? young, educated, urban professionals and business people, who make up about 15 percent of the population?? who've been coming into the streets of Moscow for the past few months to shout anti-Putin slogans, but also to argue for fair elections, rule of law, and a genuine crackdown on corruption. On Sunday, police gave them a whiff of tear gas.
"The authorities are behaving in a really arrogant manner, and it's really getting maddening for thinking people," says Andrei Petrov, a student at the prestigious Institute of Foreign Relations in Moscow, which trains Russian diplomats. "Nobody wants to split the country, or cause a disaster, but laws should be the same for everybody....
"Even if we can't change the country's leadership, we can have these public protests and show we have our positions and we're going to stick to them. These protests will continue."

Egypt parliament limits future military trials
CAIRO (AP) ? Egypt's Islamist-dominated parliament on Sunday approved a ban on the country's next president from sending civilians for trial by military tribunals, but preserving that power for the military itself.
The measure would curb the powers enjoyed by the deposed President Hosni Mubarak, who used the military tribunals to refer opponents, especially Islamists.
The law retains the current wide-ranging powers for the military to send civilians to military tribunals. Activists have been campaigning against that practice by the ruling generals who took over from Mubarak in February last year.
More than 10,000 civilians have been referred to such tribunals since then, some for criticizing the military.
On Saturday alone, more than 300 civilians were sent for military prosecution following violent demonstrations near the Defense Ministry in Cairo. They face accusations of attacking troops and disrupting public order.
Late Sunday, the military renewed an overnight curfew in the area of the ministry for a third day.
Human Rights Watch researcher Heba Morayef said the new measure fails to protect civilians and civilian justice system from the military.
"It is an attempt to limit the next president's power, but does nothing about the relations between civilians and military," she said. "The newly elected civilian authority is not responding to one of the main demands on the streets to protect the rights of civilians."
Another lawyer, Ragia Omran, who has been campaigning for ending the military trials, said the measure was a "disappointment," because there were consultations with lawmakers to limit the military's jurisdiction.
"The (lawmakers) don't care about the public opinion. It is only good for them," she said.
The measure allows those tried under Mubarak to appeal the verdicts before a military tribunal. This includes some of the senior Muslim Brotherhood leaders.
Brotherhood lawyer Abdel-Moneim Abdel-Maksoud said the law intends to "curb the powers of the next president" to send civilians to military courts for a wide variety of offenses.
The military itself still has that authority, he said, "but now the door is no longer open for the next president" to do so.
Egyptian activists and political groups have grown critical of the military management of the transition period, and have sought to curb the powers enjoyed by the military since its 1952 military coup. Since then it was been the source of all of Egypt's leaders.
Later this month, Egyptians vote for the first time to elect a president without a military background. But many believe the military is still trying to preserve its economic interests and political clout by backing a presidential candidate or introducing legislation that protects its status.
Morayef questioned the Brotherhood's concession on military trials despite public pressure.
"The timing is interesting, when the Brotherhood is saying it is in the middle of a battle with the military, (but) in no way are they pushing back against military authority," she said.
The original law, in place since 1966, allows the military to try any crimes committed against military personnel, on military grounds or "against the security, safety or interests of the Armed Forces."
The tribunals also have jurisdiction over any site operated by the military. Egypt's military has extensive economic interests and employs civilians, making them liable to military jurisdiction.
Rights lawyer Ahmed Ragheb said the new measure also preserves the right of the military to try its retired personnel for financial and other crimes, a measure adopted after the uprising that toppled Mubarak.

EMCO Ping Monitor ($49) checks the availability of systems on a network by sending pings at regular intervals and analyzing the responses from each machine. Administrators monitoring multiple servers and concerned about uptime often write shell scripts to keep track of these statistics. Ping Monitor performs the same task in an easy-to-use graphical interface but doesn?t really offer any advanced features or capabilities.
IT administrators use the application in an ?autopilot? mode to supervise network connections to critical equipment. The scheduling feature allows administrators to schedule times when certain machines don?t need to be monitored, such as during scheduled maintenance windows or when they are powered off on weekends, without having to stop the monitoring process for other machines.
While the software needs to be installed on a Windows machine (both 32-bit and 64-bit versions of Windows 7, Vista, XP, and Server), Ping Monitor can monitor any machine regardless of the operating system, provided it can respond to ping (ICMP echo) requests. Ping Monitor is available in a free version as well as a Professional version. The free version is limited to tracking up to five machines while the Professional version is unlimited. Using Ping Monitor
A Windows host monitoring tool, Ping Monitor tracks connections to multiple network hosts by simultaneously sending pings (ICMP echo requests) to all the machines in its "to watch" list. It detects changes in machine status and analyzes responses to calculate connection statistics, such as high, low, and average response times, response time deviation, uptime, and other values to evaluate connection quality and stability. The monitoring interface displays all scanned IP addresses with the associated information in a long list.
If a host doesn't respond to multiple requests, Ping Monitor flags the machine and sends out notifications about the outage. The message can be sent by email, displayed in the Windows system tray, or an audio alert. The non-responding machine is also highlighted in red in the interface.
The main interface feels a little crammed, as it displays the IP addresses being monitored, Application Log, details about the host, and actions to take when a machine doesn't respond, all in one single view. It's possible to turn off the log and host details pane, or rearrange them. Double-clicking on an IP address opens up an edit window to modify notification and monitoring rules.
Ping Monitor allows users to enter individual IP addresses, hostnames, or IP ranges that need to be monitored. Network administrators can then customize the notification messages on a per-host or per-event basis. For example, administrators can configure Ping Monitor to change who would be alerted by email depending on which host encountered the issue. Or send an email message first, and then follow up with an SMS notification if the computer remains offline.
The monitoring results can also be formatted to use outside the tool. The tool supports XML and CSV formats.
Setting Up Ping Monitor
To get started, all I had to do was enter the IP addresses of the servers and desktops running on my test network in to the tool. Ping Monitor supports a list of IP addresses, an IP range, or even hostnames. Once I entered the list of machines, I hit the Start button on the application?s toolbar. Ping Monitor pinged systems at regularly spaced intervals and displayed basic statistics, such as how long the tool had been monitoring that address, the machine?s uptime, and the average response time. If the server is not available, the tool displays that address in red.
I turned on a few machines while the tool was already running. Before I turned them on, I noticed the corresponding IP addresses were highlighted in red within the interface. As soon as the machine was online, the screen reflected the change automatically by removing the red highlight.
I could tweak most of the settings, such as configuring the ping itself, including its timeout period, packet size, and time to live (TTL) value. I could create a schedule to specify which days of the week (and time of day) the machines should be pinged. I could also design a customized list defining what the machine should do when it didn't respond to a ping request, who to contact in case of an outage, and how to send out the notifications. In the Professional version, every single one of these settings can be customized for each host.
Monitoring host connectivity can be handled easily with a shell script. Ping Monitor doesn't have any advanced features to differentiate it from a script. If the network is complicated or has machines that are regularly offline for maintenance reasons, network administrators would find the ability to automate when the machines are being monitored and for how long a true time-saver.
Ping Monitor Under the Hood
Network administrators can customize the scripts that take into account scheduled maintenance windows and rules for each host and automate the entire process. For managers monitoring multiple machines, Ping Monitor is handy for monitoring what machines are online and notifying appropriate users when something goes wrong. For environments where machines don't need to be monitored on different schedules and simpler networks, Ping Monitor seems a little redundant since a shell script and a cron job would accomplish the task just as well.

DPRK jamming GPS signals, says Seoul
Interference is causing problems with Global Positioning System (GPS) signals around Seoul and the South Korean government says North Korea is to blame.
GPS signals became unreliable on April 30 and more than 250 commercial aircraft has to rely on other navigation methods, according to several local media reports.
A spokesman for the?Korea Communications Commission told The New York Times. ?We believe that the jamming signals originated in North Korea,? but a different spokesman told AFP that North Korea had been confirmed as the source.
?We?ve confirmed the?GPS jamming signals have been stemming from the North,? AFP quoted KCC deputy director Lee Kyung-Woo, as saying. There were no deeper technical details of the jamming or how the KCC confirmed the source.
Jamming is the act of broadcasting a signal on the same channel as the intended target service so as to confuse or interfere with reception.
The problems prompted?South Korean aviation authorities to caution pilots to ?exercise extreme caution when using GPS.?

GPS signals in Seoul and near the North Korean border have suffered interference before.
Jamming signals apparently traced to Kaesong?disrupted?GPS communications in August 2010?and interfered with cell phone navigation in March 2011. The second incident was suspected to be caused by a mobile jamming unit and?occurred?during joint U.S. and South Korean military exercises.
Later in 2011 a report to the South Korean parliament said the DPRK had imported??about 20 communications and radar jamming devices from the old Soviet Union.? Such units mounted on vehicles had been deployed near the border and disrupted GPS signals within a range of between 50- and 100 kilometers, the report said, according to a Yonhap at the time.

Tiny amounts of even tinier particles can stiffen the asphalt mixture, potentially preventing rutting
Long before freeways and parking lots, a naturally occurring asphalt first appeared on roads in about 600 B.C. You can still see patches of it in the ancient city of Babylon.
Under the onslaught of 21st century traffic, modern asphalt isn't likely to hold up for anywhere near 2,700 years. But at Michigan Technological University, Zhanping You is paving the way for brand-new asphalt blends to fight off cracks, rutting and potholes.
One of his papers on the subject made SciVerse ScienceDirect's Top 25 Hottest Articles of 2011 for the journal Construction and Building Materials.
"Nanoclay-Modified Asphalt Materials: Preparation and Characterization" reviews recent literature on asphalt that has been doctored with nanomaterials. It also presents new discoveries from You's team suggesting that adding nanoclays to asphalt materials could make for safer, longer-lasting roadways.

They don't yet know if nanoclay can help asphalt resist cracking in cold weather or under heavy loads, since their testing isn't completed. "But it is always our goal to develop new asphalt mixtures with those qualities," You said.
His lab is also testing how other nanomaterials, including nano-silica and nano-composites, will affect asphalt durability.

The new report reveals there are 15.2 million friends and family members providing care for individuals with Alzheimer?s and other dementias, including 581,773 caregivers in Illinois. In 2011, these caregivers provided $210 billion dollars worth of unpaid care nationally, and $8,029,782,630 in Illinois.
